FIFTH STREET ET AL -STREET
IMPROVEMENT PROJECT
The Fifth Street et al. Street Improvement Project will include the removal and
replacement of approximately 273,500 square feet of asphalt and Portland cement
concrete across several residential streets, including:
• East Fifth Street (San Dimas Avenue to Walnut Avenue)
• North Belleview Avenue (East Fifth Street to Gladstone Street)
• North Hallock Avenue (East Fifth Street to cul-de-sac)
• East Payson Street (North Hallock Avenue to Walnut Avenue)
• North Smead Way (East Payson Street to cul-de-sac)
• Gladstone Street (Amelia Avenue to Dallas Road)
The project was designed to improve roadway safety, reduce future maintenance
costs, and provide smoother, more visually appealing street surfaces. In addition to
resurfacing, the project will include upgrades to meet current ADA standards, such as
improved curb ramps and other Portland cement concrete improvements.
Improvements to be included:
• Installation of 4,125 tons of Asphalt Concrete (AC)
• Portland Cement Concrete (PCC) repairs and upgrades
• ADA-compliant curb ramp installations
• Re-striping of traffic lanes and legends
The total project cost will be approximately $950,000.
CIVIC CENTER
DOWNTOWN STREET
LIGHT PROJECT
The City is moving forward with the Civic Center
Downtown Street Light Project to enhance visibility
and safety in the downtown area. This project will
replace aging and deteriorated streetlights along
Bonita Avenue from San Dimas Avenue to Walnut
Avenue, as well as portions of 2nd Street, Walnut
Avenue, and Iglesia Street. The work includes
the removal of 28 outdated streetlights and the
installation of 43 new streetlights. In addition,
approximately 12,500 linear feet of new conduit
(roughly the length of 35 football fields), and
about 220,000 linear feet of wiring (equivalent
to about 611 football fields) will be installed.
Two new service meter pedestals will also be
added. These improvements will significantly
upgrade the lighting infrastructure in the Civic
Center and downtown area, providing safer and
more reliable illumination for the community.

CALIFORNIA "DAYLIGHTING" LAW
Assembly Bill 413 is a California law that went into effect January 1, 2025. The law
states "a person shall not stop, park, or leave standing any vehicle whether attended
or unattended, except when necessary to avoid conflict with other traffic or in
compliance with the directions of a peace officer or official traffic control device, in
any of the following places: within 20 feet of the vehicle approach side of any marked
or unmarked crosswalk or within 15 feet of any crosswalk where a curb extension is
present.” The law aims to increase visibility for those using the crosswalk and improve
safety (hence it's often referred to as the "dalyighting law").
